Position Overview
The Project Director is responsible for overseeing all aspects of design and build railway infrastructure project delivery, from design to execution, testing and commissioning. Collaborate closely with stakeholders, including clients, subcontractors, and internal teams, to ensure the successful completion of the project, within time and budget, while maintaining the highest standards of safety, quality, and technical and environmental compliance.

Roles and Responsibility
  • Acts as the Company representative with the Client and Subcontractors.
  • Set a positive example of the company, through "Values and Behaviours" and be a role model to the team to ensure these are embedded throughout the project.
  • Establish project requirements for all areas of the project and monitors and controls the adherence to these requirements.
  • Ensure appropriate facilities are provided to employees and workers.
  • Accountable for the completion and handing over of the completed works to the Client.
  • Manage construction team.
  • Manage commercial aspects and changes to project cost or schedule.
  • Supports the subcontractors and vendors by removing impediments to progress and ensuring that they have the materials, designs, tools, resources and approvals to complete their activities within the required time frames.  
  • Lead the overall planning, coordination, and execution of rail civil construction projects, ensuring adherence to project timelines, budgetary constraints, and quality standards.
  • Develop and implement project management plans, including scope, schedule, budget, risk, and resource management.
  • Establish and maintain effective communication channels with clients, subcontractors, suppliers, and internal teams to ensure alignment of project objectives and expectations.
  • Provide leadership and direction to project teams, fostering a collaborative and results-driven work environment.
  • Monitor project progress and performance against established metrics and KPIs, identifying and addressing issues and risks in a proactive manner.
  • Ensure compliance with relevant regulatory requirements, industry standards, and company policies and procedures.
  • Manage contractual agreements and negotiations with clients, subcontractors, and suppliers, ensuring terms and conditions are favorable and equitable.
  • Conduct periodic internal quality audits as required according to the quality management system.
  • Manage the staff mobilization plan and staff training plan.
  • Drive continuous improvement initiatives to optimize project delivery processes, enhance efficiency, and maximize profitability.
  • Foster a culture of safety, quality, and environmental stewardship throughout all project activities, promoting a zero-incident mindset.
  • Provide regular project updates and reports to senior management, highlighting key achievements, challenges, and recommendations for improvement.
  • Leads the management of the design work and construction activities during and completes the project within the planned program and budgeted costs.
  • Monitoring construction progress, overseeing finance and ensuring project quality.
  • Making strategic decisions and providing leadership and direction to project managers and construction managers to implement those decisions.
  • Meetings with Client, Engineer/PMC, and stakeholders to report on project progress.
  • Liaising with clients and building strong working relationships.
  • Manages project risks and implements a risk mitigation plan.
  • Communicate with the Client’s representatives continuously regarding Project Progress and other areas of concern.
  • Devising cost-effective plans to enable effective project completion.

  • Managing project managers and enabling them to supervise and manage the works.
  • Working in office and on construction site.
  • Reviews weekly and monthly reports.
  • Ensure best practice and lessons (good practice and improvement areas) are captured and shared.

Qualifications:
  • A degree in an engineering, construction management or an equivalent technical qualification related discipline is required. Post Graduate education is highly desired.
  • 20 or more years of experience in managing large scale Design and Build projects, Experience in Middle East is a preferred.
  • Experience in negotiating commercial contracts to successful closeout.
  • Strong Management and communication experience required.
  • Construction management experience required.
  • Experience of building and leading large, diverse teams on projects.
  • Excellent proven collaborative leadership skills across a variety of situations.
